As changes in the health and social services gather momentum, greater
attention is being paid to the ideology and political thinking underpinning
these reforms. This is an examination of the shift in care theory and philosophy that has
taken place, and some of the core issues that are now affecting nurses, social
workers and other health care professionals. These include: aspects of caring
in a competitive financial environment; caring as a managed professional
practice; issues of professional power; and the shift towards care in the
